Energy Conservation Building Code (ECBC)

Energy has been universally recognized as one of the most important inputs for any economic growth and human development. Considering universal energy access and energy security as one of the fundamental development goals for the country, the Govt. of India has undertaken a multi prolonged approach to cater to the rising energy demand ensuring minimum growth in carbon emission. Energy Efficiency plays a significant role in meeting the rising energy demand in a sustainable manner.

As per the electricity consumption pattern scenario in India, about 33.1 % is the consumption in residential and commercial buildings.

The Energy Conservation Act (EC Act), 2001 was enacted on 1st October 2001 (effect on 1st March 2002) with the overall objective to provide necessary legal framework for promoting the efficient use of energy and its conservation. The Bureau of Energy Efficiency (BEE) was set up by the Govt. of India with the mandate to develop and implement energy efficiency schemes and programs under the provisions of the Energy Conservation Act, 2001.

Jammu & Kashmir Power Development Department is the State Designated Agency (SDA) to implement energy conservation activities of Ministry of Power, Govt. of India and Energy Conservation Act 2001 in the State of Chhattisgarh. As per BEE guidelines, Jammu & Kashmir has prepared draft "Jammu & Kashmir Energy Conservation Building Code (JKECBC)" according to the climatic condition of Jammu & Kashmir UT.

JAMMU AND KASHMIR ENERGY CONSERVATION BUILDING CODE (JK – ECBC) AND ITS RULES

The Jammu and Kashmir Energy Conservation Building Code is applicable for buildings or building complexes that have a connected load of 50 kW or greater, or a contract demand of 60 kVA or greater and are intended to be used for commercial purposes.

Given the current and anticipated rapid growth in the residential building stock across India and the consequent opportunities as well as the necessity for energy conservation in this sector, the Energy Conservation Code for Residential buildings is established by the Ministry of Power.

 

Energy Conservation Building Code – residential (ECBC-R) has been prepared to set minimum building envelope performance standards to limit heat gains (for cooling-dominated climates) and limit heat loss (for heating-dominated climates), as well as to ensure adequate natural ventilation and day lighting potential.

The code is applicable to all residential buildings and residential parts of ‘mixed land-use projects’, both built on a plot area of ≥500 m2.
